The registration of voters for Overseas Absentee Voting (OAV) for the 9 May 2016 Presidential Elections will commence on 6 May 2014 and end on 31 October 2015.

New registrants and registered voters may visit the Consulate General to register or update their registration records. An OAV registration desk at the Consulate General’s Consular Section will serve the applicants Mondays thru Fridays during consular hours (08.30 am – 5.00 pm).

Applicants are advised to bring the original and photocopy of their valid Philippine passports. In the absence of a passport, they can present an authenticated copy of their birth certificate from NSO. Applicants are likewise requested to bring the original and copy of any other valid Philippine Government issued ID such as driver’s license, GSIS ID, PRC registration, or SSS ID during the registration.

Those qualified to register for OAV are Filipino citizens, who on the day of the election, are:

1. Abroad;

2. Will be abroad;

3. At least eighteen (18) years of age;

4. Not otherwise disqualified by law to vote (e.g. those who have lost their Filipino citizenship, renounced their Filipino citizenship, convicted by final judgment of an offense punishable by not less than one year imprisonment, including those found guilty of disloyalty, rebellion, insurrection, violation of firearms law, and crimes against national security, and those declared by a competent authority as insane or incompetent);

5. Dual citizens (those who have reacquired or retained their Philippine citizenship under the “Citizenship Retention and Reacquisition Act” of 2003 (RA No. 9225)); and

6. Immigrant or permanent resident of the country in which the Consulate General or Consulate where he/she will cast his/her vote on election day is located.

The Presidential Elections will be on 9 May 2016.

1. Why is the Consulate General again conducting an OAV registration?

The Consulate General is conducting an OAV registration again this year to allow those who have yet to register as an Overseas Absentee Voter to do so and enable them to vote in the next elections.

3. When is the voting period for OAV?

The voting period for OAV will be from 13 April 2013 until 3:00 p.m., Philippine time, of 13 May 2013. Further details on the exact time will be announced later.

4. I am qualified to register. What kind of application for OAV should I apply for?

You can application for either registration or certification for OAV.

Your application is for registration if you are:

a. At least eighteen (18) years of age or will turn eighteen (18) years of age on the day of the election;
b. Of legal age but is a first time voter of the Philippines;
c. An applicant whose name does not appear in the voter’s list, and will need to register again.

Your application is for certification if you are:

a. A listed voter in the Philippines but will be abroad and will vote abroad on the day of the election; and
b. An absentee voter who will vote at the Consulate General located in the country where is he residing/will reside on the day of the election;

The Consulate General will supply your application number depending on whether the application is Registration or Certification.

6. Can I check the box for Married even if I am only living-in with my partner?

No. Only those whose marriage has been recognized by Philippine laws can say their civil status is married.

Maaari ko bang lagyan ng “check” ang kahon na “Married” kahit na ang kasama ko sa buhay/bahay ay ka live-in partner ko lamang?

Hindi. Tanging iyong mga may kasal na kinikilala ng Pilipinas lamang ang maaaring maglagay ng “check” sa kahon ng “Married.”

7. Do I have to present proof that I am a widow/er?

Yes. Please bring the original and copy of your spouse’s death certificate.

8. If I cannot remember the Place and/or Date of Birth of my mother, can I leave it blank?

Do not leave any information blank. Ask other members of your family for details such as place and date of birth of your parents, including your mother’s maiden name.

9. Why is it necessary for me to fill-up the portion on “Authorized Representative in the Philippines”?

It is important to fill-up the portion on “Authorized Representative in the Philippines” as this will serve as COMELEC’s way of communicating with you, especially when COMELEC’s letter to you is returned to them due to wrong/insufficient information or any other reasons.

Kailangan bang sulatan ko ang parteng “Authorized Representative in the Philippines”?

On Part II – Oath and Application to Vote in Absentia

10. What is PART II for?

Under this portion, the applicant acknowledges under oath that: 1) all information he/she has written in the form are true and correct; 2) he/she possesses all qualifications and none of the disqualifications of an absentee voter;

3) is not yet an overseas absentee voter; and 4) is applying to vote in absentia and is requesting COMELEC for the inclusion of his/her name in the Certified List of Overseas Absentee Voters (CLOAV).

1. What is the Overseas Absentee Voting or OAV?

The Overseas Absentee Voting is a mechanism set into place by the Philippine Government to enable overseas Filipino workers (OFWs) to exercise their right of suffrage even though abroad.  Through this mechanism, OFWs, after complying with the registration requirement for Overseas Absentee Voters, can vote in Philippine national elections at the nearest Philippine Consulate General or Consulate on the day of the election.

Ano ba ang Overseas Absentee Voting?

Ang Overseas Absentee Voting (OAV) ay isang mekanismo na pinairal ng Pamahalaan ng Republika ng Pilipinas upang makaboto sa Philippine national elections ang mga Overseas Filipino Workers (OFWs) kahit sila ay nasa ibang bansa.  Sa pamamagitan ng mekanismo na ito, maaaring bumoto ang isang OFW sa pinakamalapit na Philippine Consulate General o Consulate matapos niyang mag-parehistro bilang isang Overseas Absentee Voter.

5. When can I file my application for OAV?

The application for OAV will start on 2 November 2011 up to 31 October 2012.
There will be no registration during Philippine holidays, unless otherwise announced by the Consulate General.

(Form may be downloaded from the COMELEC Website: ? http://www.comelec.gov.ph/oav/downloadables/forms/registration.html  ?b. Valid Philippine passport ?c. In the absence of a Philippine passport, an authenticated copy of your birth certificate from NSO. Please also bring any valid identification cards issued by the Philippine Government such as SSS, Pag-Ibig, PRC registration, or

Driver’s License.

Applicants must bring the original and a photocopy of the passport and/or other documents.

The following are additional requirements for:

Dual Citizens:

a. Order of Approval to retain or reacquire Filipino citizenship ?b. Oath of Allegiance?o Original; or?o Certified True Copy, issued by the Post; or?o Certified True Copy, issued by the Bureau of Immigration

Applicants must bring the original (or a certified true copy in the case of Oath of Allegiance) and a photocopy of the document/s.

Seafarers:

8. What will happen after I have applied for OAV?

After applying for OAV, the Consulate General will transmit your application to the COMELEC, which in turn will process, then approve or disapprove all applications for OAV, and prepare a Certified List of Overseas Absentee Voters.

Post will post the Certified List of Absentee Voters (CLOAV) within 10 days upon its receipt of the list. COMELEC is expected to come up with the list by 13 January 2013.
